On Monday 27 March I sat on the Joint Committee on Statutory Instruments for the Merchant Shipping (Fire Protection) Regulations. Delegated legislation is used to make changes to the law under powers given in an Act of Parliament.
These Regulations implement amendments to Chapter II-2 in the Annex to the International Convention for the Safety of Life at Sea (1974), relating to fire protection, fire detection and fire extinction, and also make provision in respect of ships to which the Convention does not apply.
The Regulations contain requirements relating to a ship’s structural fire protection and apply to ships that may be on international or non-international voyages.
I raised a question on section 5 (d) which relates to the general application of the regulations to fishing vessels.
The Regulations will come into force on 1 May 2023.
